Andreja Mihailovic, PhD
Andreja Mihailovic, PhD, is a lecturer, researcher and consultant in the fields of business and criminal law, with a particular interest in cybersecurity, cybercrime, digital investigation, electronic evidence, cyber diplomacy, and innovation and technology policies.
She is employed as a teaching associate for the criminal law group of subjects at the Faculty of Law of the University of Montenegro and engaged as a guest lecturer on the “Cyber Crime” module at the University College Cork (UCC) in Ireland.
She is involved in the development of the multidisciplinary information security study programs as well as various cyber-oriented initiatives addressing students’ and the ICT market’s contemporary needs. As a holder of a British Scholarship Trust scholarship, she was a PhD researcher at the University of Birmingham (UK) in 2017, where she gained advanced training in cybersecurity and digitalization (including: the Institute for Sociological and European Research (ISES, Hungary), the University of Tartu (Estonia), the Southeast European Dialogue on Internet Governance (SEEDIG, Moldova), the summer e-government academy of the Swedish Institute at the University of Linköping (SEGRID, Sweden), the Marie Curie Alumni Association “From Research to Innovation” and the summer school “EU and Legal Reform” (CCSDD, University of Bologna) and others.
She has published a significant number of papers in prestigious domestic and international journals in the fields of commercial and criminal law, with a focus on digitization and cyber security.
She participated in several projects aimed at improving corporate social responsibility, policy reforms, and cybersecurity education, and she was the project coordinator of the national team established by the Government and the University of Montenegro for the application for the location of the “Western Balkans Cyber Capacity Center (WB3C),” the project of the French Ministry of Foreign Affairs in collaboration with the Government of Slovenia, with the goal of creating a regional structure to strengthen cyber resilience and develop cyber capacities in the WB’s economies and administrations.
In 2022, she was selected as an expert in the field of digitization for the verification of knowledge, abilities, competences, and skills for work in state bodies by the Human Resources Administration of Montenegro, where she is also a trainer for training programs in the field of cyber security. Member of the European Law Institute (ELI) and the Executive Academic Board of the European Security and Defense College (ESDC).

Neli (Rašović) Jovićević
Neli (Rašović) Jovićević is Vice President of Women4Cyber Montenegro. She brings over a decade of experience in security governance, international cooperation, and EU-aligned reform within the Ministry of the Interior of Montenegro.
Her professional background includes multilateral coordination with European and regional security frameworks, including cooperation with EU and international partners in the fields of migration governance, rule of law, and border security. Recognizing the strategic shift of security risks toward the digital domain, she focuses on cybersecurity governance and digital resilience as integral components of national security.
She is co-author of Information Technology Law in Montenegro (Kluwer Law International) and contributes to policy dialogue as a conference speaker and moderator. She holds a Master’s degree in International Relations from the University of Exeter as a Chevening Scholar.

Isidora Stankovic
Isidora Stankovic was born in Podgorica, Montenegro, in 1993. She received her BSc degree with First Class Honours in Electrical Engineering at the University of Westminster, London, UK, in 2014, as one of the best students of her generation. She completed her MSc degree in Communication and Signal Processing at the Imperial College London, UK, in 2015. After completing her Master’s studies, she enrolled in doctoral studies at the University of Montenegro. She also enrolled in doctoral studies at the University of Grenoble Alpes, and officially became a student of the double-degree program of these two universities. She received her PhD degree in 2020 on the topic: “Analysis of non-stationary signals: contribution of compressive sensing in for intereference management in dispersive media”.
Currently, she works as a teaching assistant at the Faculty of Electrical Engineering, University of Montenegro, on subjects in the field of Computing and Signal Processing.
As an author or co-author, she has published 15 papers in renowned journals indexed on the SCI list, including IEEE Geoscience and Remote Sensing Letters (impact factor 3.534), Signal Processing, Elsevier (impact factor 4.086), Multimedia Tools and Applications, Springer (impact factor 2.101), IEEE Transactions on Aerospace and Electronic Systems (impact factor 2.063) and IEEE Access (impact factor 4.098). Additionally, as an author or co-author, she published and presented 38 papers at international conferences. She also published two papers in nationally important journals, as well as one chapter in a book by the renowned publisher CRC. She reviewed papers in several journals and conferences.

Dejan Arsenijevic
Dejan Arsenijevic has more than 20 years of experience in the ICT field, with almost 8 years in cyber security. He was actively involved in the development and implementation of many strategies (IT and cyber security), IT processes, IT audits, and IT risk assessments.
He was responsible for creating and implementing security policies and procedures, Public Key Infrastructure, programming, and managing SQL databases.
Additionally, he has expertise in analyzing security threats, establishing relevant security measures, and responding to security incidents, all while maintaining and ensuring the continuous improvement of the security system.
He persisted in expanding his technological expertise by participating in seminars and educational trainings in the area of cyber security.
Communications and Marketing Coordinator
Vasilija Velfel
She completed her Specialist studies at the Faculty of Tourism and Hotel Management in Kotor and worked in the same field in her hometown Herceg Novi.
She teaches three languages for a Hong Kong-based online teaching company.
In addition, she participates as an interviewer in online surveys of foreign markets., that are also organized through the Internet.
Fine arts are her great passion, and her artwork has been presented on some exibitions outside the country.
Her participation in the mission of this organization is to point out the obstacles that she had and still has as a woman and mother on her way to business engagement, spreading her knowledge for the benefit of the cyber community in our country.
Senior Development Manager
Vanja Madžgalj
Vanja Madžgalj works as a Senior Development Manager at the Western Balkans Cyber Capacity Centre (WB3C), an international organisation based in Podgorica that serves as a regional hub for capacity building in cybersecurity, cybercrime and cyber diplomacy across the Western Balkans. In her role, she leads the development and implementation of programmes, manages strategic communications and contributes to the institutional positioning of WB3C within the context of EU integration and regional cooperation.
Previously, she spent nearly three decades with the British Council, where she served as Country Director for Montenegro. During this time, she led development and capacity-building projects in education (including digital skills), creative industries, public administration, media and youth leadership development, establishing strong partnerships with institutions, universities, civil society and international organisations. Her extensive experience includes strategic planning, management of large teams and budgets and the design of programmes linking public policy, innovation and societal development. She also spent a short period in the IT industry, contributing to the development of cybersecurity curricula.
Her professional interests focus on digital public policy, strategic communications, gender equality in tech and the empowerment of women for leadership roles. She actively contributes to the development of regional and international partnerships and to promoting greater representation of women in the cybersecurity sector.
She is a recipient of the Member of the Order of the British Empire (MBE) for her contribution to strengthening cultural relations between the United Kingdom and Montenegro.
MSc in Criminalistics | PhD Candidate
Đina Kontić, MSc
Đina Kontić, holds a Master’s degree in Criminalistics and is currently a PhD candidate in the same field at University of Sarajevo. Her career has been built within Montenegro’s key state institutions, spanning the sectors of national security, defense, and international cooperation, with a particular focus on bridging field-tested operational experience with contemporary academic theory.
Her professional foundation was established through years of service at the Ministry of Defence, where, as a Senior Advisor in the International Cooperation Department, she significantly contributed to advancing Montenegro’s international and regional defense cooperation with partner and allied nations. During this period, she served as a Steering Board Member of the Balkan Medical Task Force (BMTF) and as the Point of Contact (PoC) for multilateral cooperation with leading initiatives and international organizations, such as the Centre for Security Cooperation (RACVIAC) and the US-Adriatic Charter (A5).
She gained her operational knowledge and professional expertise within the Ministry of Interior – Police Directorate, where she currently serves as a Police Advisor in the Sector for Countering Crime. In this role, she bridges the institution’s strategic objectives with the challenges of the modern security environment. Her expertise covers the domains of criminalistics and criminology, defense diplomacy and international cooperation, and contemporary security threats.
In addition to her formal education, she has completed numerous prestigious professional development programs. Most notably, she is an alumna of the Countering Transnational Organized Crime (CTOC) program at the George C. Marshall European Center for Security Studies (GCMC), one of Europe’s leading institutions for defense and security studies.
Her professional commitment is focused on strengthening national capacities to respond to modern security threats, specifically identifying and mitigating risks posed by emerging technologies and contemporary forms of crime.

Irina Stamatović
Irina Stamatović is a member of Women4Cyber Montenegro. She has professional experience in international development projects, research, and education, with a focus on artificial intelligence governance, cybersecurity awareness, and the protection of human rights in the digital environment. She holds a multidisciplinary educational background in law, psychology, and diplomacy, which shapes her interdisciplinary research focus on the relationship between technology, society, and public policy.
Her professional engagement includes research, policy development, and project implementation in the fields of technology, inclusive development, and digital transformation. She currently works at HELP – Hilfe zur Selbsthilfe as Intervention Manager for the Eastern Partnership countriec, Armenia, Georgia, Moldova and Ukraine. Through her work, she contributes to building a responsible, inclusive, and secure digital environment, with a particular interest in ethical and human-centric applications of artificial intelligence.
She is the author of several academic publications addressing the intersection of artificial intelligence, gender, and international law, and actively participates in regional initiatives and projects focused on technology and society
Lead Implementer and Auditor | Information and Cybersecurity (ISO Standards)
Dragana Bulatović
Dragana Bulatović is a Lead Implementer and Auditor, founder and director of ISOMONT d.o.o., and a member of Women4Cyber Montenegro. She has more than a decade of professional experience in the implementation and auditing of international ISO standards, with a particular focus on information security, cybersecurity, data protection, and risk management.
Her professional engagement includes project management, consulting, implementation of management systems, and conducting internal and external audits, as well as delivering training programs in accordance with international best practices, ISO standards, and GDPR requirements. Through her work, she actively contributes to the development of a resilient, secure, and sustainable digital environment, with a special interest in information security, cybersecurity, personal data protection, and organizational compliance with international standards.
Dragana is a Lead Implementer and Auditor for the following standards: ISO/IEC 27001, ISO/IEC 27701, ISO/IEC 42001, ISO/IEC 27032, ISO/IEC 27005, ISO 22301, ISO/IEC 20000-1, and ISO 9001, as well as GDPR. Throughout her career, she has participated in more than 300 ISO implementation and audit projects in organizations from both the public and private sectors in Montenegro, as well as in countries across the Western Balkans and the European Union, providing expert support in strengthening security systems and regulatory compliance.
She is the author of the professional paper “ISO Standards as Proven Strategic Tools for Contemporary Security Threats in a Pandemic Age,” published within the collection Security Challenges, Risks and Threats of the 21st Century.
Dragana is an approved consultant of the European Bank for Reconstruction and Development (EBRD), a Certified Lead Educator by the internationally recognized certification body Exemplar Global Ltd, and a trainer at the Human Resources Administration of Montenegro, where she delivers education on information security and personal data protection.

Ivana Krstajić
Ivana Krstajić completed her primary and secondary education in Nikšić, where she was awarded the “Luča” diploma for outstanding academic achievement. She continued her education at the Faculty of Electrical Engineering, University of Montenegro, where she earned her Bachelor’s degree in Energy and Automation, followed by a Master’s degree in Automation and Industrial Electrical Engineering.
In addition to electrical engineering, she has a strong interest in cybersecurity and information technologies, with a focus on the protection of information systems and modern security challenges. She is fluent in English, both spoken and written, and has a working knowledge of Italian.

Darinka Bulatović
Darinka Bulatović is a member of Women4Cyber Montenegro. She began her professional career as a student intern in the legal department of Generali Osiguranje AD Podgorica, where she gained valuable experience in labor and administrative law, as well as business compliance. She subsequently worked as an associate at the law firm “Krušić & Boljević,” where she deepened her understanding of business operations and refined her expertise in providing legal support to corporate entities. She is currently employed at CMS Podgorica.
She has participated in numerous conferences and roundtables. During her studies, she was part of the winning team at the Cyber Challenge Lab competition, presenting a solution focused on judicial proceedings in cases of cyberattacks.

Danijela Petrović
Danijela Petrović is a member of Women4Cyber Montenegro and a junior web developer with a focus on cybersecurity, data protection, and digital systems.
She is currently working at Crnogorski Telekom sector as a specialist in IP addressing and digital communication channels, gaining experience in modern technologies and digital environments.
Her academic background is in Electronics and Telecommunications at the University of Montenegro, complemented by professional training in data protection and digital solutions development. She has a strong interest in information security, particularly in data protection, web application security, and digital resilience.
Danijela is committed to continuous professional development, aiming to contribute to the cybersecurity community through the advancement of technical knowledge and awareness of digital security. Through her involvement in Women4Cyber, she actively supports knowledge sharing and the empowerment of women in technology and cybersecurity.

Ksenija Šoljaga
Ksenija Baković is a law graduate currently working at the law office “Predrag Milašević” in Budva, where she actively gains and applies legal experience in everyday practice. Alongside her professional engagement, she works as a teacher of legal subjects at the legal department of the Secondary Mixed School “Danilo Kiš” in Budva, contributing to the education and development of younger generations.
She is politically engaged as a councilor in the local parliament of Budva, representing the citizens’ group “Movement for the City,” where she participates in decision-making processes important for the local community. She particularly stands out in the field of communication and public speaking as a debate judge and leader of a debate club in Budva.
She is dedicated to public speaking and the organization of numerous cultural and social events in Petrovac and Budva. A long-time activist, from youth to civic engagement, she has a strong focus on social development and community involvement.
Since 2024, she has been a member of Women4Cyber, where she also served as a Cyber Ambassador for 2024. She participated in the annual Women4Cyber conference titled “Beyond Borders: Joint Responses to New Cyber Challenges,” held on October 3–4, 2024, in The Hague. She also took part in a roundtable discussion at the Game Changer Montenegro event.
As part of the winning team in the final phase of the Cyber Challenge Lab competition, she further enhanced her expertise. Within the Cyber Challenge Lab program, organized through the Ulysseus Innovation Hub, she also participated in a three-day study visit to Université Côte d’Azur in Nice, where she expanded her knowledge and gained valuable international experience.

Nina Perišić
Nina Perišić is the Membership Coordinator at Women4Cyber Montenegro. She completed her undergraduate and master’s studies at the Faculty of Law of the University of Montenegro. She has received several awards for academic excellence, including the University of Montenegro Award for the best student of the Faculty of Law, Student Award of the Capital City Podgorica, and the award of the Bar Association of Montenegro.
During her studies, she participated in numerous conferences and training programs. In 2024, she was a member of the team representing the University of Montenegro at the Willem C. Vis International Commercial Arbitration Moot, a prestigious global competition in commercial arbitration.
Her primary interests in the field of cybersecurity include improving the existing regulatory framework and the application of international standards, as well as the legal and ethical implications of the use of artificial intelligence.
